Speaker Bio

Julio Zelaya’s work focuses on the interplay of immigrant rights and Minnesota law enforcement.  He works in statewide partnerships to defend constitutional rights and civil liberties and is committed to a collective, multidimensional approach to solving our society’s most pressing social challenges.  

Currently, he is appointed to serve on the Minnesota Council of Latino Affairs, wherein he advises the government on matters of interest to Latinos who live in Minnesota. 

Most recently Julio sits on the POST Board Advisory Council where he assists the Board in reviewing policies and regulating police officer training and standards in a manner that ensures the protection of civil and human rights. 

His most rewarding role is as an active and founding member of Convivencia Hispana, an immigrant lead organization that seeks to increase civic engagement, political representation, and vibrancy of Latinx communities within his rural home of St. James, Minnesota.  

He is a graduate of Gustavus Adolphus College and a recent Policy Fellow at the Humphrey School of Public Policy.
